The number at the end of a row is its place on the board, and the three columns before it are the reason the row is on the board at all. Each asks something separate: which body, if any, the bookmaker puts beside its permit; the reference string itself, which is what a reader would have to quote in a dispute; and the corporate name given for whoever runs the site. Only the first licence line of each bookmaker reaches this table, and three of these five publish more than one, so a reference here is the top of a longer block rather than the whole of it. An unnamed issuer is printed as an unnamed issuer and not as a dash, because a bookmaker that publishes a permit number while stopping short of who granted it stands in a different position from one that publishes neither.
